- Assessing community needs and coordinating resources
- Partnering with developers, lenders, nonprofits, and municipalities in creating new and rehabilitating existing developments
- Securing project financing
- Coordinating bidding processes by contacting contractors
- Preparing construction contracts and forgivable mortgages according to Community Development Block Grant (CDBG) regulations
- Conducting labor standards compliance (Davis-Bacon) and periodic inspection of work to determine compliance with contracts when applicable
- Preparing HUD project reports
- Inspecting homes to determine rehabilitation need and resident income eligibility
- Prepare environmental review record for projects and work specifications
